This is because usually when a road accident occurs in traffic, it not only affects the drivers of the culprit, but also other vehicles with which they collide, and other innocent bystanders who happen to be in the line of fire. This is a very high number, if taken in proportion to the population of UK, and the quality of road infrastructure here.
